You can add traits that affect fertility (lustful, hedonist, strong) using the console but nothing else. If you want to change fertility for characters, you'll have to edit the save file. Save your game (check uncompressed save), note the character ID's of the characters you want to affect, go to the save file and change fertility from 0.5 to 1

I normally edit my save to give my wife good traits but i'm using a mod (elder kings) and it doesn't have them listed by ID. there's a command to give ME whatever traits i want but not others (wife is unlanded so can't play her for the sake of editing)Advanced GUI based mod menu for CK3.
